Whenever the mine involves groundwater abstraction or dewatering below the water table — this is a separate consent from environmental clearance and is often needed even when EC has already been granted.
A water balance study specifically quantifies groundwater inflow, abstraction, and recharge for the mine's dewatering and water-use requirement. An EC study, by contrast, covers water only as one part of a much broader environmental assessment.
Work on that section typically has to pause until the NOC is granted, which is why this assessment is best done alongside the mining plan rather than after dewatering becomes urgent.
